Cooper had previously been excused from mandatory minicamp amid his ongoing legal troubles stemming from a pair of arrests over the summer. He faces five charges, including second-degree felony assault. While on the Commissioner's Exempt List for an indefinite period of time, Cooper will continue to get paid, but he won't be eligible to practice or play in games.
