Officially ruled out

Watson (not injury related) has been officially ruled out for Thursday night's game against the Panthers.

Watson, who was inactive for Houston's first two games, is thus destined for another healthy scratch Thursday. With Tyrod Taylor (hamstring) on IR, Davis Mills will handle the team's starting QB duties in Week 3, while Jeff Driskel is in line to be promoted to the the active roster from the Texans' practice squad.
